Korea and U.S. trade officials are anticipating a tug-of-war when free-trade negotiations officially kick off in Seattle on Thursday Korea time.
At the latest meetings‚ the two sides will jockey over which trade items will be protected or receive zero tariffs under the bilateral FTA deal.
For the two parties‚ the earlier two rounds of talks were a chance to test each other's waters.
RECORDED: "The first round talks was the negotiation in which both parties tried to identify their counterparts' exact intention while the second round both parties tried to explain the detailed information on the raised issues."
On the eve of FTA talks in Seattle‚ officials in charge of matters on rules of origin‚ and customs regulations got off to an early start in negotiations.
Seoul wants Washington to treat products from a special economic zone in North Korea as made in South Korea‚ but the U.S. is against this proposal.
When Korea's chief negotiator Kim Jong-hoon and his U.S. counterpart Wendy Cutler meet‚ it's likely they'll try to find middle ground on rice‚ textiles‚ automobiles and pharmaceutical issues.
In addition to this third round of talks‚ they will sit down for talks in October and December to further narrow their differences.
Drawn-out talks are a possibility‚ but commerce experts here say Korea needs to steer a straight course or it will face choppy waters.
RECORDED: "Korea is rapidly losing the U.S. market as opposed to its success in securing markets in China. Last year‚ U.S. imports from 20 major exporting countries have all increased except from Korea‚ which recorded a 5.8 percent drop."
"As one senior U.S. trade official put it‚ the third round of talks will be all about give and take. Although the Seoul delegation is not expecting the latest round of discussions to be a repeat of July's‚ it has made clear; it won't be so giving when it comes to rice negotiations.
