Include Russia and China on the list of countries speaking out against North Korea's planned rocket launch.
In a statement on Monday‚ Russia's foreign ministry appealed to the North Korean government to reconsider its decision as the launch would violate restrictions imposed by the UN Security Council.
The Chinese government took a less direct approach and urged "all sides" not to take any action that might worsen what it called "the problem."
China's statement added that maintaining peace and stability on the Korean Peninsula is the joint responsibility of all sides.
