Japan is making moves to cool tensions with Taiwan over the disputed East China Sea islands called Senkaku in Japan and Diaoyu in China.
The president of Japan's Interchange Association Imai Tadashi arrived in Taiwan on Tuesday for a meeting with Taiwanese foreign ministry officials to explain Japan's recent move to nationalize the islands.
Tadashi‚ who represents Japan's interests in the absence of diplomatic ties between the two countries‚ was also scheduled to discuss the rights of Taiwanese fishermen to operate in waters near the disputed islands but the two sides failed to reach agreement on when to hold a next round of talks.
The meeting came just a day after Japanese and Taiwanese ships shot water cannons at each other in the latest confrontation over the islands.
