US diplomatic cables released by Wikileaks indicate that South Korea and the United States clashed on the direction of North Korea policy right after North Korea launched the Daepodong-2 long range missile in July‚ 2006.
According to Wikileaks‚ the Roh Moo-hyun administration of South Korea wanted to go ahead with the inter-Korean ministerial meeting following the test fire‚ despite pressure from the Bush administration to delay the meeting.
And the website disclosed that South Korea and the United States clashed once again in October‚ 2006 when North Korea conducted its first underground test of nuclear weapons.
Then US Assistant Secretary of State Christopher Hill urged the Roh administration to abandon the Mount Geumgang tourism project and to more actively participate in the US-led Proliferation Security Initiative. However‚ the diplomatic cables released by Wikileaks indicate that South Korea was unwilling to give up the Mount Geumgang project and was careful to commit more actively to the PSI‚ saying that the North could retaliate against those measures with more nuke tests.
The website also released diplomatic cables revealing the North's illegal trade activities‚ including its shipping of torpedo batteries to Iran via Beijing in July 2009.
In addition‚ Wikileaks revealed North Korea and Myanmar cooperated in an exchange of weapons for rice.
The diplomatic cables from the US embassy in Yanggon‚ Myanmar said Myanmar exported 20-thousand tons of rice to North Korea from January to June 2009 in return for conventional weapons and related technology from the rogue state.
