요약정보
It's summer 2011 and without fail‚ the monsoon season has arrived.
The amount of rainfall during the month long spell takes up 50% of the total rain precipitation for the entire year!
[Interview : Lee Pil-gu‚ Seoul resident] "It's been raining non-stop since the day before yesterday. I'm worried because it's raining too much‚ and my children may have trouble going to school."
The raindrops keep falling as if the sky has fallen down. What causes monsoon rain to happen[Interview : Kim Hoi-cheol‚ Employee
Korea Meteorological Administration] "There is a time before midsummer when the high pressure from the North Pacific meets with the cold continental pressure. This creates a rain front which goes back and forth from north and south‚ resulting in the rainy spell."
The monsoon season comes by every year‚ but the Meterological Administration and other related organizations are on special alert this year.
[Interview : Kim Hoi-cheol‚ Employee
Korea Meteorological Administration
] "This year's rainy season began 10 days earlier than expected with the North Pacific pressure spreading to Korea faster than before. The difference between the continental and pacific pressures are great‚ so there will be a lot of rain."
We're at the metropolitan city of Daejeon which has been taken over by rain.
Torrential showers have flooded main roads and houses‚ causing unprecedented damage.
The 4-day rainfall in Daejeon amounted to 342 mm!
[Interview : Yun Jang-hun‚ Student] "The water was up to my knees when I was going to school. I was shocked."
[Interview : Yun Hui-su‚ Daejeon resident] "This was the first time I saw the streets flooded with water from Galma-dong to Wolpyeong-dong. The cars were nearly submerged. All this rain came within a day. It's as if the sky has fallen down."
The rain just keeps falling all day and all night‚ turning the roads into rivers. However‚ such torrential rains are not solely Daejeon's problem. This rainy season is expected to cause floods all across the nation.
During this rainy season‚ the most vulnerable places are the 4‚700 burying grounds nationwide for FMD affected livestock.
Heavy rains could cause the ground to cave in exposing polluted soil and water to the surface.
Furthermore‚ if rainwater seeps into the burying grounds‚ the polluted water could leak into underground water reserves. Local governments are working on full alert to prevent such an environmental disaster.
[Interview : Kim Nak-yun‚ Environmental department manager
Dangjin-gun Office
] "There are many livestock burial sites around Dangjin. So we are checking to see if the rainwater has entered the burial grounds and if the water in these areas is flowing to other places."
Government employees are checking multiple times during the day to make sure the rain does not leak into the burial grounds covered with plastic sheets.
They have been working everyday since the monsoon season began thoroughly checking all the burying grounds.
Some of these burying grounds are near rivers or on slopes‚ which are even more vulnerable to rain damages.
[Interview : Kim Hong-su‚ Head of Planning and Superintendence
Dangjin-gun Office
] "All employees have been put on emergency duty. Although the rainy season has already begun‚ we have to keep working to prevent secondary damages."
The construction site for the Four Major Rivers Restoration Project is also on red alert. The grounds which have been dug into could be flooded in the torrential rain.
There have already been damages due to the heavy rains last month‚ with temporary water blocks and levees being swept away.
Now that the rainy season has begun‚ the Four Rivers Project is even more exposed to damages.
Workers are busy making precautions‚ from clearing away the water blocks to covering the dredged soil with nets.
