The contentious issue of a legal reform to give police more rights in carrying out an investigation‚ which in turn will take away a part of prosecutors' powers has been resolved with strong efforts for mediation by the government.
On Monday‚ Prime Minister Kim Hwang-sik announced the compromise reached between Justice Minister Lee Kwi-nam‚ in charge of the prosecutors' office‚ and Public Administration Minister Maeng Hyun-kyu‚ who heads the national police.

The specifics of the changes proposed are to grant police officers the right to initiate an investigation when there is probable cause.
But‚ the prosecutors' office will keep its right to supervise all investigations carried out by the police with the exception of international cases.
Also‚ a legal clause demanding police to follow all orders made by the prosecutors' has been repealed‚ while a new clause requiring police to turn over all relevant documents to the prosecutors' has been added.

Prime Minister's Office] "The amendment to the criminal law is not to rearrange investigation rights‚ but to support the actual practice taking place with legal grounds."
Some members of the police reacted harshly against the compromise saying that 98 percent of all investigations are carried out by the police‚ as opposed to only two percent by the prosecutors' office and that a more sweeping reform is necessary.
The agreement was submitted to the National Assembly's special committee on judicial reform on Monday afternoon and was passed with a unanimous vote.
The amendment bill to revise investigative rights is to be submitted to the Legislation and Judiciary Committee for approval before being put to a vote at a general session of the National Assembly.
