The escalating conflagration between anti-government forces and the Libyan military has drawn a division of responses within the international community.
A day before the leaders of the European Union nations were set to discuss the situation in Libya on Friday‚ French President Nicolas Sarkozy‚ joined by British Prime Minister David Cameron‚ recognized the political council of Libyan rebels as the one and only legitimate leadership.
Stating that the Moammar Gadhafi regime has lost legitimacy to exercise power‚ the two heads of state called on the European Union to recognize the National Libyan Council.
Paris and London are also expected to back the implementation of a no-fly zone in the region to assist the insurgents against the pro-Gadhafi military at the meetings of EU member states in Brussels‚ Belgium.
With France standing firm‚ reports following the meeting of the EU foreign ministers on Thursday indicate member states‚ including Britain‚ slightly differ as to the degree of their support behind the joint statement.
Though more cautious about heading an international movement to restore order to the region‚ US Secretary of State Hillary Clinton announced plans to shut down the Libyan embassy in Washington.
[Interview : Hillary Clinton‚ US Secretary of State] "We expect them to end operating as the embassy of Libya and we are looking to see whether there is any willingness in the international community to provide any authorization for further steps."
And the top diplomat is scheduled to travel to Tunisia and Egypt next week‚ to pledge US support for the transitional leaders' efforts to realize true democracy throughout the region.
Meanwhile‚ the members of the North Atlantic Treaty Organization laid out three preconditions to enforcing the no-fly zone in Libya‚ such as a "clear legal basis‚ demonstrable need and a strong international support."
[Interview : Anders Fogh Rasmussen‚ NATO Secretary General] "We considered as well‚ initial options regarding a possible no-fly zone in case NATO were to receive a clear United Nations mandate."
France and Britain's proposal for the no-fly zone at the UN‚ however‚ will likely face opposition from the other permanent members like Russia and China‚ who have already said they do not support outside military intervention.
