South Korea's Defense Ministry announced its 73-point defense reform measures on Tuesday which focuses on three major parts.

Minister of National Defense] "The Ministry of National Defense will focus on three major parts of the reform measures that include: enhancing the interoperability of the armed forces‚ strengthening defense capability‚ and creating an efficient military organization."
First‚ the defense ministry said it will focus on enhancing the interoperability of the nation's armed forces and as part of the measure it decided to give the chairman of the Joint Chiefs of Staff control over the Army‚ Navy and Air Force.
Second‚ with tensions on the peninsula extremely high following North Korea's two deadly attacks last year the ministry decided to establish a division-sized command responsible for defending the West Sea border islands.

Minister of National Defense] "Establishing a command responsible for the West Sea border islands around the enemy-oriented area will enable our armed forces to observe and respond quickly to enemy attacks with the collaboration of land‚ sea and air forces. And by doing so‚ it will also increase their interoperability."
Third‚ the ministry plans to increase South Korea's Army-dominated military more efficiently and improve sea and air defense capabilities as Seoul is preparing to retake wartime operational control of its military from the United States in 2015.
Seoul also plans to gradually reduce general-level posts as well as strengthening its defense capability against cyber attacks.
