South and North Korean prime ministers are following up on last month’s summit talks to map out a blueprint that carries out their leaders’ goals.
South Korea stressed the expanding of joint economic activity.
It called for clearing up customs‚ transport‚ and communications issues related to the joint Gaeseong Industrial Complex in the North.
“The customs‚ transit and communications issues are actually a very important element of business investment. They don’t just apply to the Gaeseong complex but to future joint zones in many areas such as Haeju. So those issues are being proposed comprehensively for businesses‚ which will be dealt with in more detail in subsequent meetings. But I cannot yet disclose the details.”
South Korea also presented a proposal on creating a special peace zone in the West Sea which includes fishing waters the two Koreas can share since naval clashes have occurred around the disputed de facto maritime border.
North Korea’s top items‚ meanwhile‚ include repairing its railways and roads and building joint shipyards.
The two Koreas are also aiming to hold more frequent reunions for families separated by the Korean War.
But many of the envisioned projects require North Korea’s military guarantee and the absence of military personnel could mean the bare basics will be covered this time.
Seoul and Pyeongyang are fine-tuning details to tens of topics in a series of working-level discussions throughout Thursday.
“This week’s talks appear to have begun in a positive mood but there’s no telling what sudden snags will arise in a cross-border discussion.
South Korea believes a joint statement can be signed on the final day of talks Friday‚ but all eyes are on exactly what agreements will be reached and how.
