Myanmar swears in its first president with no military ties for the first since time in half a century. Bruce Harrison joins me in the studio with more on Myanmar's shift to democracy. New president Htin Kyaw shook hands with outgoing President Thein Sein‚ and members of the new government were present as well the head of Myanmar's army‚ a sign of good faith from the military. Bruce‚ the democracy Aung Sun Suu Kyi envisions is still a ways off. What's the main hold up despite her party's majority in parliament and her confidant how president? Myanmar's military-written constitution is the main potential roadblock to a lot of reforms. It's the reason Aung isn't the new president‚ because it blocks anyone from top political office is their children hold foreign passports. The military also retains control over three ministries and 25 percent of seats in parliament -- giving it veto power. Still‚ it appears one of President Kyaw's first moves will be to implement his party's democratic constitution. (BURMESE) "I have a duty to amend this constitution so that it becomes a constitution that suits our country and matches democratic values." Now‚ how the new government plans to realize that constitution is unclear. A campaign manager for an NLD party lawmaker told the New Yorker around the time of the election that once in parliament the party hopes to bargain with the military to change the constitution. He said some options to sway the military may include promising not to seek revenge against it and persuading the military it could modernize faster under civilian rule.
