Ahn Sang-soo‚ chairman of the ruling Grand National Party‚ said North Korea's sincere apology for its provocations last year should take place before any meaningful cooperation between the two Koreas.
Delivering a speech in the April extraordinary session at the National Assembly on Monday‚ Ahn said that Pyeongyang's attacks on the South last year threatened national security and that Seoul must not stand by idly.

Grand National Party] "Until the North Korean government sincerely apologizes for its attack on the ROKS Cheonan and the shelling of Yeonpyeong Island‚ there shall not be any meaningful cooperation. Any act that destabilizes peace on the Korean peninsula cannot be tolerated."
However‚ acknowledging that the South is directly affected by affairs in the North and also out of humanitarian concerns‚ he said Seoul has to work with Pyeongyang on natural disaster issues‚ including the potential eruption of Mt. Baekdu‚ as well as helping North Korean people.

Grand National Party] "We propose to form a committee between the two Koreas that will exchange information on any potential natural and man-made disasters‚ along with climate change in the North. Also‚ we need to expand the scope of humanitarian assistance for the people there."
Ahn called for the "North Korean Human Rights" bill to be passed immediately‚ which has been stalled since February 2010.
Touching on domestic affairs‚ the head of the ruling party with a 171 seat majority of the 295 total.. said the GNP will focus on stabilizing consumer prices and creating jobs.
He ended the speech by promising to legislate in a fair manner and that helping the less fortunate in the country was a top priority.
