The South Korean government has refused North Korea's request to repatriate all 31 North Koreans who drifted into South Korean waters early last month including four who expressed their wish to remain in the South.
A senior Presidential official saidthat the South will not send four of them back based on an international humanitarian principle which bans the repatriation of a person against his or her will.
Initially all of the North Koreans expressed their wish to return home but fourreportedly two women and two men later changed their minds.
The standoff has raised concerns that this incident may cause an increase in inter-Korean tensions as Pyeongyang is expected to strongly protest Seoul's decision.
