South Korean Foreign Minister Kim Sung-hwan has reportedly said inter-Korean relations can only improve when North Korea acknowledges its southern neighbor as a full partner with whom to discuss a range of issues such as the economy‚ denuclearization and the peace treaty.
During his two-day visit to Tokyo on Thursday the former National Security Adviser told reporters that the Lee Myung-bak administration had tried both to engage with and confront the North but Pyeongyang's change of attitude towards the South would be imperative in making progress.
The minister added that Seoul will sit down with Pyeongyang when there's assurance that both parties can move forward.
On the prospect of North Korea reengaging with the United States or Japan Kim said urgency to negotiate with the North has likely faded both in Washington and Tokyo.
