Their tour begins on Sunday in Japan‚ then to China‚ where they will also meet with Russian officials‚ and finally South Korea on Wednesday.
But Under Secretary Joseph will be skipping Seoul triggering media speculation that he wants to avoid unnecessary disputes over the US-led Proliferation Security Initiative on interdicting cargo ships carrying weapons of mass destruction.
A foreign ministry official in Seoul explains that Joseph did not express a wish to visit South Korea and that sufficient talks were held during his visit here last month.
Another ranking ministry official says‚ Joseph seems more interested in the Iranian issue pointing to China and Japan's membership in the UN Security Council and large Japanese investments in Iranian oil fields.
In Seoul‚ Under Secretary Burns will hold a "strategic dialogue" with Vice Foreign Minister Yu Myung-hwan in continuation of the first round held in January by the two countries' top diplomats.
