Hong Kong responded Monday to Washington's furious reaction that Edward Snowden had been allowed to board a plane to Moscow.
Hong Kong Chief Executive Leung Chun-ying said it was merely following its own laws when it allowed Snowden to fly to a third country.
"We were asking the United States government for further important information on the case‚ and there was no legal basis to stop Mr. Snowden from leaving Hong Kong."
The U.S. had earlier said Hong Kong's decision would have a negative impact on U.S.-China relations.
White House spokesman Jay Carney says Washington blames Hong Kong authorities for intentionally releasing Snowden‚ despite an agreement between the two governments to extradite him to the United States.
"This was a deliberate choice by the government to release a fugitive despite a valid arrest warrant‚ and that decision unquestionably has a negative impact on the U.S.-China relationship."
Carney said U.S. officials had been in contact with Hong Kong authorities since June 10th‚ and officials there had agreed to honor Washington's request.
Carney added Snowden's choice to fly to countries like China and Russia‚ and then to Ecuador undermines his claims that he wants to advance internet freedom.
The 30-year-old IT expert is seeking asylum in Ecuador‚ following the footsteps of WikiLeaks founder Julian Assange‚ who has been holed up at the Ecuadorian embassy in London for an entire year.
Meanwhile‚ reporters on a flight from Moscow to Havana‚ a lay-over stop for Snowden‚ said they couldn't see him‚ despite rumors he had checked in.
A source at Russia's national airline Aeroflot confirmed to Reuters that Snowden was not on the flight.
