European countries are moving to tame rising consumption of alcohol by imposing higher taxes and stricter regulations.
Scotland says it is considering raising the legal drinking age to 21 from 18 as part of efforts to curb violence and accidents related to liquor consumption.
It noted that alcohol abuse costs the country an average of some 3 billion US dollars a year in lost productivity and medical bills.
The world's eighth biggest liquor consumer is also moving to introduce rules setting minimum price tags on alcohol beverages‚ while banning retailers from using heavy discounts and promotions.
According to the World Health Organization‚ Europe's alcohol consumption is higher than the annual average of 9.5 liters per person over 15 years old for member nations of the Organization for Economic Co-operation and Development.
Scotland averaged 11.8 liters‚ or 570 glasses of beer.
Meanwhile‚ Finland has raised its alcohol tax by 10 percent‚ increasing it for the second time since 2004‚ citing the same reasons as Scotland.
France has passed a law restricting sales of alcohol to minors under 18‚ and banning "all you can drink" open bars in the country.
Until now‚ France‚ considered a haven for wine and beer consumers‚ had set the age limit at 16.
Germany has also restricted owners and retailers from operating open bars in the country.
