The government has recently announced that it will carry out a large-scale college reform to enhance the competitiveness of local universities but this has some people up in arms.

So‚ College reform.
Some are saying that restructuring universities and colleges in Korea are long overdue since a large number of them are considered non-viable and poorly-managed‚ while some retort that colleges aren't corporate firms‚ and can't be evaluated on certain criteria.
The government has already pulled out the sword but the tension between goverment officials and the heads of colleges‚ especially those that were blacklisted by the education ministry as schools that need to undergo intensive reform‚ is escalating.
Let's take a look.
Spiraling college tuition fees triggered massive student protests earlier this year‚ and both the ruling and opposition parties pledged to slash tuition costs in half although their methods varied.
"반값 등록금‚ 실행하라! 실행하라!"
With the growing demand for lower tuition fees‚ the government announced that it will boost higher education funding to help colleges become less reliant on students' tuition to run their schools.
"But with the expansion of government funds for higher education‚ also came the need to reform of universities and colleges.
The government has declared that it will carry out a full-scale restructuring of colleges nationwide‚ closing down poorly-managed schools‚ while providing more financial aid to schools that have potential."
Last month‚ the Ministry of Education‚ Science and Technology identified 12 private universities including Kyungdong University‚ Kimpo College and Jeonbuk Science College‚ as schools that need to undergo major reforms.
These colleges will also face financial restrictions due to poor management.
And last week‚ the restrictions were also expanded to five state-run and public universities‚ including Kangwon and Chungbuk National Universities‚ and Busan National University of Education.
These schools were rated on eight evaluation criteria‚ including graduate students' employment rate‚ size of student recruitment‚ increase rate of tuition fees‚ and curriculum operation.
Employment rate and student recruitment were the two most important evaluation criteria.
The heads of these blacklisted schools were quick to respond.
At a meeting with Education Minister Lee Ju-ho on Monday‚ the presidents of 38 state-run and public universities voiced their strong opposition to the government's reform plan.
[Interview : ] "I think college reform plan has been implemented too hastily‚ without a thorough investigation. This is the first time a blacklist of colleges has been announced in this way."
They mainly asserted that the methods and standards the government adopted to rate schools were unfair as many colleges in rural areas can't help but suffer from lower student employment rates and fewer enrollments compared with those schools in large cities.
They also argue that the competitiveness of a college can't be judged simply by the figures of the eight evaluation criteria since different schools have different strengths and weaknesses.
However‚ the government's will to follow through with this college reform project is stronger than ever.
[Interview : ] "Some are saying that this reform plan will come to a pass once the current administration's term ends. But this is not a short-lived plan."
