US Senator John Kerry has urged the Barack Obama administration to reengage with North Korea in preparation for the resumption of six-party nuclear talks.

At a committee hearing on Pyeongyang's "cycle of provocations" on Tuesday‚ Kerry added that the prolonging of the current state of affairs on the Korean peninsula‚ would only allow the North to strengthen its nuclear and missile capabilities.
The Assistant Secretary of State for the region Kurt Campbell‚ however‚ reiterated that the government has no intention of holding bilateral talks with the North‚ unless it resolves outstanding issues with Seoul and displays a change of attitude towards its neighbors.
Washington's special envoy on North Korea Stephen Bosworth‚ meanwhile‚ said that the North Korean regime should not be concerned about the US trying to topple its leadership‚ insisting that Washington only wants the regime to change its behavior.

US Special Representative for N. Korea Policy] "We have indicated to them strongly on a number of occasions over the last few years that we do not regard regime change as the outcome of our policy."
On the North's food crisis‚ Bosworth said humanitarian aid should be separate from political concerns‚ stressing that the US will only send assistance after it identifies a need and sees that a monitoring system is in place to make sure the rations go to North Korean citizens.
