The expatriate population in Seoul is rising each year‚ but the city isn't the easiest place to live if you're a foreigner.
Whether it's signing up for credit cards or finding the right medical help‚ the city government is looking to take care of the foreign community with the launch of a new downtown center.
Kang Chery takes us there.
With Seoul's foreigner population reaching 229-thousand as of last year‚ the Seoul city government is taking their presence in the capital very seriously.
And the very kind of service center that foreigners need saw its doors swing open this Wednesday.
''At the Seoul Global Center some 30 officials from Seoul City Hall‚ the Justice Ministry and other agencies are offering foreigners a helping hand in carrying out day-to-day tasks ranging from joining a Website's membership to opening a bank account.''
Their offerings of help slashing through red tape in areas of business‚ education‚ healthcare and job hunts and doing it in many languages including English‚ Japanese‚ Chinese‚ Vietnamese come as a welcome sign to foreigners that relief is at hand.
''When I was trying to make a credit card‚ I had a lot of questions but nobody could answer questions. So I went to a few banks but they said‚ 'Sorry‚ we cannot help you. You are a foreigner.' I didn't know the procedure. I didn't know where to go what to bring. I guess with the help of this center‚ I could get all the advice I need in making a credit card.''
The new center places expertise on-site‚ building on existing support services that served as a liaison to the city's yawning bureaucracy.
Helping out foreigners in Seoul with questions‚ complaints and any other feedback is part of Seoul's larger globalization plan‚ one of the Seoul mayor's key agendas.
''Only attractive cities get a lot of foreigners‚ large investments‚ and many sites for foreign tourists to visit and enjoy. There has been a great deal of reflection on whether Seoul is a truly global city. The result of such reflection is the opening of this center.''
Having lived in Korea for some 20 years‚ Alan Timblick‚ the head of the center‚ said he believes Koreans should adjust themselves to a multicultural era.
''We are also helping to integrate people by running Korean classes. So foreigners who want to learn Korean can come here and do that. And at the same time‚ we are trying to help the citizens of Seoul be more comfortable in integrating with the foreign communities living here.''
And the Seoul Metropolitan Government hopes offering a range of services in ''one-stop'' can transform the city into a more comfortable‚ convenient and cheerful Seoul.
