We begin with reaction here in South Korea to Tuesday's announcement by North Korea that it plans to conduct a nuclear test.
The government called an emergency meeting of security-related officials early Wednesday morning‚ and is said to be approaching the issue as both Pyeongyang's attempt to gain leverage regarding its nuclear program‚ and as an indication of North Korea's actual plan to carry out an atomic test.

President Roh Moo-hyun has ordered the government to deal with the situation in a "coolheaded and firm" manner.
He's called for measures that make it clear to North Korea that a nuclear test will bring about a very serious situation.
The North has not specified a deadline for a test‚ and chances of Pyeongyang living up to its announcement remain unclear.
But Presidential National Security Advisor Song Min-soon says "the issue is not the extent of possibility"‚ but rather Seoul's efforts to work "with the international community" and send a message to the North.
Statements from the foreign and unification ministries make it clear that a nuclear test will not be tolerated.
CHOO KYUHO‚ SPOKESMAN OF FOREIGN AFFAIRS & TRADE MINISTRY: "If North Korea pushes ahead with its plan to conduct a nuclear test despite our sincere efforts to resolve the issue through dialogue‚ the North will be responsible for all consequences."
The statements say a nuclear test will completely negate an inter-Korean joint declaration signed in 1991 on a nuclear-free peninsula.
The government is also working with other countries to jointly deal with the situation.
Foreign Minister Ban Ki-moon has begun phoning counterparts from nations in the six-party process.
But why announce its plans for a nuclear test now
YU MYUNG-HWAN‚ VICE FOREIGN MINISTER: "Looking at the beginning‚ middle and end of the North's statement‚ we can tell that Pyeongyang's intentions are complex."
Vice Foreign Minister Yu Myung-hwan refused to disclose the government's analysis in a news briefing calling it inappropriate.
Still‚ Seoul is enhancing its monitoring system that includes a heightened military alert in case the North proceeds with a nuclear test.
Early last year‚ Pyeongyang announced its possession of nuclear arsenal‚ but has not yet conducted a known nuclear test.
"North Korea has again succeeded in triggering global alarm‚ but it's unclear whether it will eventually test its nuclear capability. But what is clear‚ is that a nuclear test will be met with extreme consequences from the international community.
