A ministry statement says no formal agreement has been reached on the sale or price‚ and stresses the need to buy surplus missiles launchers from Germany to cut costs.
A U.S. Defense Department source says hopes are high that the purchase is a stepping stone that enables Seoul to improve its security capability.
Patriot missiles will replace Korea's ground-to-air Nike missiles‚ which were introduced 40 years ago.
Seoul had planned to replace the Nikes from 2002‚ but scrapped the plan due to heavy costs.
Korean and American officials say the missile system will include transporters‚ tools and test equipment‚ as well as personnel training.
