요약정보
Starting April‚ if you are a resident of Seoul you may have to re-schedule your grocery shopping days as those large retailers or Super Super Markets in your neighborhood will be closed every other Sunday.
You'll have to find your groceries elsewhere on the second and forth Sundays.
Practically all SSMs the acronym for Super Super Markets will close -- on a mandatory basis set by the city government to help prop up the nation's small and medium sized retailers.
Arirang News' correspondent Song Ji-sun is here with us in the Studio.
Hello‚ Ji-sun.
[Reporter : Song Ji-sun
song@arirangtv.com] Hello Sean‚ Ji-hae.
Yes‚ this may not be the most exciting news for all of us here in the capital‚ that we cannot shop in large super markets on any day we want to.
This move comes in line with the nation's policy towards shared growth and coexistence -- especially among large conglomerates.
So I sat down with the city's director in charge on that account to hear what the Seoul Metropolitan Government has to say‚ and what plans they have in the future to protect small-and-mid sized mart owners as well as traditional markets in town.
All 25 districts in the capital city of Seoul have agreed to force Super Super Markets in their areas to close on second and fourth Sundays of every month as soon as the ordinance is enacted in mid-April.
[Interview : Kim Nam-pyo‚ Deputy Director of Business Incubation Div.
Seoul Metropolitan Government] "There are 64 large markets and a total of 331 super super markets run by large conglomerates.
And these SSMs have been taking over small and mid sized marts run by independent business owners -- about 600-thousand in Seoul.
The Seoul Metropolitan Government has enforced the ordinance to help businessowners coexist with the large supermarkets."
Then why did the city government had to come up with such measure[Interview : Kim Nam-pyo‚ Deputy Director of Business Incubation Div.
Seoul Metropolitan Government] "It is possible to ban super supermarkets from opening but that can only be applied to 80 percent of the capital's property where the traditional marketplaces are protected under law.
So to cover the whole capital under the same regulation‚ it was better to enforce this type of ordinance."
And it's not just Seoul now.
Regional cities such as Jeonju has already agreed on the proposal‚ and Korea's second largest city‚ Busan‚ is also following suit.
But will this measure really work[Interview : Kim Nam-pyo‚ Deputy Director of Business Incubation Div.
Seoul Metropolitan Government] "Consumers will be frustrated at first but we expect their shopping trend to evolve to another way.
For example‚ those willing to shop at Super Super Markets will choose to do so on Saturdays instead of shopping on Sundays."
And the deputy director himself says he witnessed the dominance of Super Super Markets right by his home.
[Interview : ] "Just last Sunday‚ I went to small marts near my home to hear what it's like in my neighborhood.
About a month ago‚ a mid-sized Emart opened in town and local mart owners say they are already seeing 30 percent drop in their sales.
They were seriously pondering whether they should keep on running their business."
According to Kim‚ the city government has follow-up plans to protect small and traditional markets giving them an edge up against these supermarkets run by conglomerates.
[Interview : Kim Nam-pyo‚ Deputy Director of Business Incubation Div.
Seoul Metropolitan Government] "We will support independent marts to be more competitive in their prices.
Seoul will set up a distribution chain exclusively for small and mid sized market owners and we are drafting new regulations guiding large SSMs and small and mid-sized markets to carry different rangse of products.
In case of traditional markets‚ we are planning makeovers -- such as modernizing the f
