Protecting the livelihoods of small merchants‚ including those operating in traditional markets is certainly a hot button issue here in Korea.
With the ongoing demise of the traditional markets‚ the Seoul Metropolitan government is preparing to carry out a new retailer regulation law set to go into effect in March.
The law compels large retailers to cut operating hours‚ as you said‚ and also forbids them from being open in the middle of the night‚ between 11 p.m. and 8 a.m.
An association of larger‚ discount chains says that the new law would infringe on the freedom of discount chains and cause inconveniences to consumers.
BUT what do consumers‚ the ones who actually do their shopping in grocery stores‚ traditional markets and major supermarket chains think The metropolitan government's move came a day after Jeonju's city council passed an ordinance that requires large supermarket chains to close on the second and fourth Sundays of each month.
This was the first time such an ordinance was passed in the country.
The regulation‚ if introduced‚ will affect over 3-hundred supermarket chains in Seoul.
However‚ the effectiveness of the new law and how much it actually will help small merchants‚ is still in doubt.
And that is because it's not touching upon the core reason of why consumers are not shopping in traditional markets.
[Reporter : Hwang Ji-hye‚ emilyfwang@arirang.co.kr] "Right here‚ consumers who spent over 80 thousand won‚ or roughly 70 U.S. dollars can have their goods delivered to their homes for free. And it's this type of premium service that is attracting more consumers to major supermarkets."

[Interview : Park Hyeon-hye‚ Seoul resident] "Shopping in large supermarket chains is far more comfortable compared to traditional markets. Products in traditional markets also don't have marks that show the product's origin‚ so I don't trust products sold there. I'll only shop here‚ even if the store has to close for a day or so."
[Interview : Kim Bun-sook‚ Seoul resident] "I don't think I'll shop in traditional markets‚ even if the large supermarket chains are forced to close. I trust products sold in the supermarket‚ and it's also more convenient to park my car."
A researcher at an agency that supports traditional markets says that consumers have high expectations when it comes to service these days.

Agency for Traditional Market Administration] "Consumers prefer a fixed price system to bargaining because they like to make logical decisions when buying products. And when consumers can't pay for their products with a credit card or debit card‚ that also keeps consumers out of traditional markets."
