Korean lawmakers have agreed to pass a bill that will guide the National Assembly's legislative process to be more orderly and mature.
Six lawmakers from both the ruling and opposition parties on Monday decided to adopt the filibuster process and limit the authority of the National Assembly speaker.
Under the agreement‚ a motion by one-fifth of the lawmakers present at the chamber could begin the filibuster and three-fifths could stop it.
Also‚ the speaker's authority to introduce legislation for a vote‚ before completing the mandatory procedures‚ would to be restricted by requiring the speaker to obtain consent from the minority parties.
If passed by the 18th National Assembly‚ the system would go into effect at the next assembly.
