Most of these third and fourth graders say they are enrolled in eight to ten different private institutions‚ better known as "hagwon."

Amid last year's annual aggregate spending worth 18 billion US dollars in private education‚ the government introduced a comprehensive university entrance process to deter extra-curricular academic training and provide post-secondary academic opportunities to people from diverse backgrounds.
Institutes like this have been attracting zealous parents‚ where children are trained to build their self-esteem and learn to socialize with their peers.
Despite the government's past efforts to de-standardize the education system‚ the test-oriented university entrance process only extended school rankings to secondary-level institutions.

Rep. of education reform advocacy group] "Public education should differentiate from private education to gain support from parents and students‚ but the current system is centered around problem solving and memorization."
Reformists say the focus should be centered around enhancing the quality and diversity of content and programming in education.
They add that public schools are ideal places for non-academic training such as debating skills and team work.

Head of parents group] "Parents want public schools to offer not only academic education but also help children build a sensible character and become right-minded. At the same time‚ they are responsible for guiding students in mapping out their career path and discovering aptitude before finding a job which they like."
Parental advocacy groups also voice their concerns over a lack of trust in the public education sector.
They stress that mutual understanding and trust between educators‚ parents and students will eventually lead to academic excellence.
