And as Jisu says the six countries are indeed seeking to conclude this current disablement phase before moving on to the next stage in ridding North Korea of nuclear weapons.
The focus now is on HOW to check the accuracy of North Korea's nuclear declaration submitted at the end of June.
Kim Duyeon reports on the agenda and prospects for this week's exchange.
The main focus is verifying North Korea's nuclear inventory.
Chief envoys to the six-party talks are discussing how to do just that.
They will be checking the accuracy of Pyeongyang's claims about its plutonium program‚ which includes the amount produced and where it was spent.
But this is easier said than done.
They still need to figure out details like the method‚ timetable‚ splitting up costs and who will be doing the job.
The other five countries want to participate in verifying the declaration‚ but some inside sources say nuclear powers should be the ones to do so since Pyeongyang's nuclear know-how is a sensitive topic.
This would eliminate Seoul and Tokyo.
Speaking to reporters in Beijing Wednesday afternoon‚ chief US nuclear envoy Christopher Hill said‚ ''Our hope is to produce a verification regime that will lay out the rules for the road.''
Hill added that he and North Korean counterpart Kim Gyegwan agreed on the general principles like interviewing North Koreans and conducting on-site surveys.
The verification process is expected take months or a year to complete.
All this will be discussed in detail in a working group meeting expected to run parallel to the six-party chief negotiators' talks this week.
Another group will discuss providing Pyeongyang with economic and energy aid for disabling its nuclear programs under the current second phase of denuclearization.
The obstacle here is how to untangle the regime's demand that Japan participate in aid provisions and Tokyo's demand for a resolution to the abduction of its nationals first.
Also on the agenda this week are mapping out the third and final dismantlement phase and when to hold a meeting among top diplomats from the six countries.
[INTERVIEW : Kim Sook‚Chief S. Korean nuclear envoy] ''The six-party talks depend on joint consensus. It would be inappropriate for one side to unilaterally set forth preconditions or for one side to severely object in a unilateral way. To this regard‚ North Korea has not made any preconditions on economic and energy aid.''
Lingering questions also remain on the North's alleged uranium enrichment program and nuclear links to Syria as well as nuclear weapons that are NOT included in the declaration.
Diplomats say‚ verifying these issues will be another tough puzzle to piece together.
[REPORTER : Kim Duyeon‚borabora02@gmail.com] ''While a major breakthrough is not yet expected this time‚ experts stress that this week's meeting will serve as an important litmus test that determines whether North Korea can begin the final‚ dismantlement phase. But seeing how Pyeongyang will not easily loosen its nuclear grip‚ more twists and turns are expected from here on out.
Kim Duyeon‚ Arirang News‚ Beijing.''
