The top diplomats of South Korea and the U.S. have agreed to begin talks to establish a Peace Regime on the Korean peninsula when the time is RIPE.
The agreement made during a joint news conference in Washington Wednesday comes amid heated debate here in South Korea on WHEN and HOW a peace treaty will eventually be signed to REPLACE the current armistice.

South Korea and the U.S. have agreed to begin talks on establishing a peace regime at the right time in line with progress on North Koreas denuclearization.
After talks with U.S. Secretary of State Condoleezza Rice in Washington Wednesday US time‚ Foreign Minister Song Minsoon said that the when and how will be decided after consultations with related parties.
As for the timing‚ Minister Song says a meeting at the top level may be needed to give the denuclearization process a political boost.
Secretary Rice‚ meanwhile‚ stressed that Washington expects to eventually establish a peace regime on the Korean Peninsula as stipulated in the September 2005 six-party nuclear agreement.
Seoul and Washington also expressed confidence in North Koreas cooperation in disabling its atomic programs.
Secretary Rice says Reports from the field are thus far good.
But what’s most important‚ she stressed‚ is North Koreas complete nuclear dismantlement saying there’s still much more work to be done.
Minister Song echoed the remarks saying that disablement activities are going in the right direction.
American nuclear experts are at the Yongbyon complex disabling three of the regimes core facilities: the five-megawatt nuclear reactor‚ a reprocessing plant and a fuel fabrication plant.
The team’s leader Sung Kim with the U.S. State Department had said at least one of 11 disablement measures could be completed this week.
But the first task may be to begin withdrawing eight thousand spent fuel rods from the North’s only operating nuclear reactor since this job takes the longest.
Washington is said to believe that the remaining disablement measures can be completed by years end.
