Osaka Mayor Toru Hashimoto says that the issue of compensation for the former "comfort women" should be resolved through the International Court of Justice.
Speaking at a foreign press conference in Tokyo on Monday‚ Hashimoto said that Korea should file a formal complaint with the court if it cannot accept the terms laid out in the Basic Treaty between Korea and Japan.
The 1965 treaty normalized diplomatic relations between the two countries after Korea won independence from Japan's 35-year colonial rule.
Japan claims that it paid damages to Korea when the treaty was signed.
The Korean institution representing former comfort women had previously requested that Japan offer a formal apology to the victims and pay damages on an individual basis.
Hashimoto said that any accusations that the Japanese government was behind the comfort women system lack credibility.
He added that the Kono Statement was the result of a political compromise rather than a finding based on concrete evidence.
The Kono Statement of 1993 was an official apology made by then Chief Cabinet Secretary Yohei Kono for Japan's wartime atrocities.
Hashimoto's remarks are just the latest in a string of similar comments he's made in recent weeks that have angered Japan's neighbors.
Originally‚ Hashimoto had said that in order to "maintain discipline in the military‚ the comfort women system must have been necessary at that time."
He now says he did NOT say the comfort women system was "necessary‚" but that the armed forces of various countries during the war "seemed to have needed them."
He also says he made the remark within the context that the comfort women system was not a unique institution that existed solely in Japan and that the use of brothels was common in other countries during World War II.
Four female lawmakers from Korea's National Assembly headed to Tokyo Monday on a three-day visit to meet with Japanese politicians and deliver a written complaint about Hashimoto's remarks.
