Shocking allegations of child abuse by UN personnel have triggered alarm among ranking officials within the global body‚ including UN chief Ban Kimoon‚ who has vowed to launch a thorough investigation.
Kim Youngwon has more on the accusations.
Recently‚ a British humanitarian children's organization reported cases of sexual abuse of children in war-torn areas by aid workers and peacekeepers working under the auspices of the United Nations.
Save the Children says that its workers have seen many cases‚ some involving children as young as six and stresses that it's still rare for them to report their stories.
In some cases it's because of local customs against reporting elders but there are also other reasons related to survival.
[INTERVIEW : Jasmine Whitbread‚ Chief Executive of Save the Children UK‚] ''The key point about the report is that children are frightened to step forward and report the cases of abuse‚ things like rape or exchange of sex for food because they fear reprisals.''
The recent Save the Children report is based on field research in southern Sudan‚ the Ivory Coast and Haiti.
It states that some children were denied food unless they gave into improper touching‚ kissing‚ child pornography or having sex.
And‚ even though a very small number of UN peacekeepers perpetrate such acts‚ residents are furious that their people are being harmed rather than protected.
[INTERVIEW : Guy Eric Bissouma‚ Ivory Coast Resident‚] ''We want to condemn this‚ so that the UN‚ who comes here as a moral guide to reestablish freedom and peace‚ doesn't bring people here who will behave in a bad way in all these countries.''
Humanitarians say the UN has been investigating claims against its aid workers in areas including Haiti‚ Liberia‚ the Ivory Coast and the Democratic Republic of Congo.
UN Secretary-General Ban Kimoon emphasized his strict views on the matter‚ calling it ''a very serious issue.''
[INTERVIEW : Ban Kimoon‚ Secretary-General of United Nations] ''My policy on this sexual exploitation abuse cases‚ is zero tolerance. We will address this issue with the same level of emphasis. We will very carefully investigate and whenever there is necessary matters‚ we will take necessary measures on this.''
Humanitarians suggest a global watchdog and local safety mechanisms should be put in place to prevent further abuse and to allow victims to speak out without fear.
