Washington's Special Representative for North Korea Policy is calling for South Korea and Japan to make effort to improve their strained ties.
Japan's Kyoto News Agency reports Sung Kim made the remarks in Tokyo on Monday.
He said a constructive relationship between the two Asian countries would benefit all three countries.
Kim said he was aware of the obstacles that stand in the way of better ties‚ such as Japan's wartime sexual enslavement of Korean women‚ but expressed hope Seoul and Tokyo could resolve their issues.
Regarding North Korea's nuclear and human rights issues‚ Kim told his Japanese counterpart Junichi Ihara that the U.S. and Japan should coordinate their policies when dealing with Pyongyang.
The two sides will discuss the guidelines of their bilateral defense cooperation agreement on Tuesday.
